The purpose of a customer service inspection is to identify the presence of potential sources of contamination or illegal lead plumbing materials.
Inspectors will certify that there are no cross-connections between potable and non-potable water supply lines. It also verifies that no lead pipes or solder was used.
An inspection must occur in any of these situations:
  • When there is new construction.
  • When there is plumbing work that requires a permit and involves a major modification made by the private water owner.
  • When certain household modifications are being made that do not require a permit but that nevertheless require a customer service inspection. Examples of this would include, remodeling or expansion of plumbing or water-using devices, a customer requested larger size meter installation, drilling of a private well or the installation of a rainwater harvesting system.
  • When the water supplier believes that a cross-connection or other potential contamination hazard exists
Under Texas law -30 TAC 290.46(j)- a customer service inspection is required for each connection before continuous water service can be provided.
Customer service inspections may be performed only by the following licensed professionals:
  • Plumbing inspectors and water supply protection specialists licensed by the Texas State Board of Plumbing Examiners (TSBPE)
  • Customer service inspectors licensed by the TCEQ.
After an inspection, the customer gets a copy of the customer service inspection certificate; the original must be kept by the water system for 10 years.
The homebuilder or home buyer is required to provide the inspection certification.
Whomever is responsible for installing the plumbing that requires inspection. In most cases this would be the home builder, however if the homebuilder has not provided a customer service inspection prior to the house being bought, it becomes the homeowners responsibility to submit the customer service inspection form.
Once a home buyer takes ownership of a home, they have thirty (30) days to submit the customer service inspection or a service disconnection will occur until the inspection is complete and submitted. However if there is a delay for the home owner obtaining the form they may call into our customer service number to request an extension of disconnection.
Email customer service inspection form to pbwr@myutilitydirect.com, please include your account number and Customer Service Inspection Form in the Subject line.
